               NEW RESEARCH ON OCCUPATIONS IN FOREIGN-OWNED                                                                         
             MANUFACTURING ESTABLISHMENTS IN THE UNITED STATES                                                                      
                                                                                                                                    
     The distribution of occupations in foreign-owned manufacturing                                                                 
establishments in the U.S. was little different from that in all of                                                                 
manufacturing (chart 1), according to new research by the Bureau of Labor                                                           
Statistics, U.S. Department of Labor.  There were major differences among                                                           
occupations, however, by industry and by country of investor (table 2).                                                             
                                                                                                                                    
     Production and related occupations accounted for a slightly smaller                                                            
share of employment in foreign-owned manufacturing establishments than in                                                           
all of U.S. manufacturing (63.9 vs. 65.1 percent).  Among specific                                                                  
manufacturing industries, however, the largest gap was in the opposite                                                              
direction:  In the transportation equipment industry, foreign-owned plants                                                          
employed 74.5 percent of their workforce in production occupations, while                                                           
the share in all such plants was 60.5 percent--a gap of 14.0 percentage                                                             
points.  The second largest gap in the same direction occurred in the                                                               
petroleum and coal products industry where production workers accounted for                                                         
68.2 percent of employment in foreign-owned plants and for 61.0 percent in                                                          
all such plants--a gap of 7.2 percentage points.  Differences in the other                                                          
direction--a smaller proportion of production and related workers in                                                                
foreign-owned than in all plants--occurred in enough industries that,                                                               
overall, the distributions in manufacturing were about the same.  The                                                               
second largest percentage point difference occurred in this group:  In the                                                          
leather and leather products industry, the proportion of total employment                                                           
in production occupations in foreign-owned establishments (72.5 percent)                                                            
was less than in all such establishments (80.0 percent)--a gap of 7.5                                                               
percentage points.                                                                                                                  
                                                                                                                                    
     In the professional, paraprofessional, and technical occupations,                                                              
again the overall proportions were about the same--13.7 percent of                                                                  
employment in foreign-owned manufacturing establishments and 12.2 percent                                                           
in all U.S. manufacturing plants.  Again, the largest gap occurred in the                                                           
transportation equipment industry and was in the opposite direction:  Just                                                          
10.9 percent of the workforce in foreign-owned establishments was employed                                                          
in this occupational group, compared with 22.3 percent in all such                                                                  
establishments.  The second and third largest differences were in the                                                               
petroleum and coal products industry and in the instruments and related                                                             
products industry where the proportions of professional, paraprofessional,                                                          
and technical employees also were lower in foreign-owned establishments.                                                            
These gaps were counterbalanced by differences in the opposite direction in                                                         
some other industries, including several large ones.                                                                                
                                                                                                                                    
     The concentration of foreign investment in industries in which the                                                             
share of workers in the professional, paraprofessional, and technical                                                               
occupations is relatively high is a possible reason for the slightly higher                                                         
proportion of such employees in foreign-owned establishments overall.  The                                                          
highest levels of employment in foreign-owned establishments were in the                                                            
chemicals and allied products, electronic and other electrical equipment,

and industrial machinery and equipment industries.  These industries ranked                                                         
third, fourth, and fifth in the percentage of employment in the                                                                     
professional occupations for all U.S. establishments.  In addition, these                                                           
industries also were among those with the lowest proportions of employment                                                          
in production and related occupations.  Industry concentrations below the                                                           
2-digit Standard industrial Classification (SIC) level also affect the                                                              
occupational distributions at higher levels.                                                                                        
                                                                                                                                    
     This release is based on 1989 data on foreign-owned establishments.                                                            
The data were derived by matching Bureau of Labor Statistics establishment                                                          
data from the Occupational Employment Statistics survey with a data set of                                                          
foreign-owned establishments which BLS developed from a link with data from                                                         
the Bureau of Economic Analysis, U.S. Department of Commerce.  The data                                                             
represent private sector manufacturing employment for workers covered by                                                            
unemployment insurance programs and provide information on industries, at                                                           
the 2-digit SIC level, where foreign-owned establishments had more than                                                             
5,000 employees in the industry.                                                                                                    
                                                                                                                                    
Occupational distribution by country of investor                                                                                    
                                                                                                                                    
     The occupational distribution also varied by the country of the                                                                
investor (ultimate beneficial owner).  Seven countries accounted for more                                                           
than 100,000 jobs each in manufacturing (Canada, France, Germany, Japan,                                                            
the Netherlands, Switzerland, and the United Kingdom).  Among these                                                                 
countries, the differences in the occupational distribution of                                                                      
manufacturing employment also were most striking among professional,                                                                
paraprofessional, and technical employees and production and related jobs.                                                          
                                                                                                                                    
     Swiss investors owned the establishments with the highest share of                                                             
professional workers, 19.5 percent, compared with 12.2 percent for all                                                              
manufacturing establishments.  Establishments owned by investors from                                                               
Canada, Germany, the Netherlands, and the United Kingdom also had higher                                                            
percentages than all U.S. manufacturing establishments in the professional                                                          
group.  Japanese-owned establishments had the lowest proportion of                                                                  
employment in professional jobs at 9.2 percent.  Establishments owned by                                                            
French investors also had a lower percentage in that group than all U.S.                                                            
establishments (tables 3 and 4 and chart 2).                                                                                        
                                                                                                                                    
     Establishments owned by Japanese investors had the highest proportion                                                          
of workers employed in production and related occupations (73.5 percent),                                                           
while all manufacturing establishments employed 65.1 percent of their                                                               
workers in that group.  French-owned establishments also had a higher                                                               
percentage than all U.S. establishments.  Swiss-owned establishments had                                                            
the lowest share of employees in the production and related occupations                                                             
(54.7 percent).  Establishments owned by Canadian, German, Dutch, and                                                               
British investors also had lower percentages in that group than all U.S.                                                            
establishments (table 3 and chart 2.)                                                                                               
                                                                                                                                    
     As was the case for all manufacturing, the occupational distribution                                                           
by country of investor may be affected by the types of industries in which                                                          
they invest.  For example, Switzerland, the Netherlands, and Germany had                                                            
relatively high levels of investment in the chemicals and allied products                                                           
industry, which has a relatively high level of professional,

paraprofessional, and technical employment and a relatively low level of                                                            
production and related jobs (tables 2 and 5).                                                                                       
                                                                                                                                    
     Pronounced differences in the occupational distribution of employment                                                          
occurred in Japanese-owned establishments in the transportation equipment                                                           
industry.  Transportation equipment establishments owned by Japanese                                                                
investors employed 85.7 percent of their workforce in production and                                                                
related occupations compared with 60.5 percent in all establishments in the                                                         
industry.  Japanese-owned plants in the industry had 6.4 percent of their                                                           
employment in professional, paraprofessional, and technical occupations,                                                            
compared with 22.3 percent in all establishments.  As a result of this                                                              
country-specific distribution and of the large share of foreign investment                                                          
in the transportation equipment industry accounted for by Japan, the share                                                          
of professional workers in all foreign-owned transportation equipment                                                               
plants--10.9 percent--was well below that for all plants--22.3 percent

TECHNICAL NOTE                                                                                                                      
                                                                                                                                    
                                                                                                                                    
     The data included in this News release are the result of a cooperative                                                         
effort between the Department of Labor's Bureau of Labor Statistics (BLS)                                                           
and the Department of Commerce's Bureau of Economic Analysis (BEA) as                                                               
mandated by Congress in the Foreign Direct Investment and International                                                             
Financial Data Improvements Act of 1990.  Data from the BEA Annual Survey                                                           
of Foreign Direct Investment in the United States of 1989 were used to                                                              
identify foreign-owned establishments in the database of the BLS Covered                                                            
Employment and Wages (ES-202) Program.  These establishments were then                                                              
matched to establishments from the BLS Occupational Employment Statistics                                                           
(OES) Survey of Manufacturing Industries for 1989.  Data included in this                                                           
release are for the 50 states and the District of Columbia.                                                                         
     In a parallel link project, the Bureau of Economic Analysis and the                                                            
Bureau of the Census recently released detailed data, from the Census                                                               
Bureau's Annual Survey of Manufactures, on the operations of foreign-owned                                                          
U.S. manufacturing establishments in 1989 and 1990.  Last year, they                                                                
released data for 1987 covering both manufacturing and nonmanufacturing                                                             
establishments, but presenting fewer data items.  Data from the BEA-BLS and                                                         
the BEA-Census Bureau link projects differ, particularly at the more                                                                
detailed levels, because of differences in coverage, classification,                                                                
timing, and definition.                                                                                                             
                                                                                                                                    
Bureau of Economic Analysis data                                                                                                    
     Under the International Investment and Trade in Services Survey Act,                                                           
the Bureau of Economic Analysis (BEA) collects information on foreign                                                               
direct investment through its surveys of foreign direct investment in the                                                           
United States.  The BEA data used in preparing these statistics are for                                                             
fiscal year 1989.  All non-banking firms which were at least 10 percent                                                             
foreign-owned and whose sales, income, or assets exceeded $10 million at                                                            
the end of their fiscal year which ended in 1989 were required to report in                                                         
BEA's 1989 annual survey.  The BEA data include information for affiliates                                                          
reported in the 1989 annual survey and estimates for affiliates that were                                                           
in the universe but not in the annual sample.  While the threshold for a                                                            
business to be considered foreign-owned is 10 percent or more ownership by                                                          
a foreign firm, manufacturing firms that are more than 50 percent foreign-                                                          
owned accounted for 79 percent of the assets and 83 percent of the                                                                  
employment of all foreign-owned United States manufacturing firms in 1989.                                                          
                                                                                                                                    
Bureau of Labor Statistics data                                                                                                     
     Data from the ES-202 Program, which is a Federal-State cooperative                                                             
program, are a by-product of the administration of state unemployment                                                               
insurance (UI) programs.  These data are derived from the quarterly tax                                                             
reports submitted to State Employment Security Agencies (SESA's) by                                                                 
employers subject to state UI laws and Federal agencies subject to the                                                              
Unemployment Compensation for Federal Employees (UCFE) program.  Aggregates                                                         
of these data are published annually in Employment and Wages.                                                                       
     The ES-202 database includes only those employees who are covered by                                                           
UI or UCFE programs.  The employment total on the database was                                                                      
approximately 99 percent of total wage and salary civilian employment in                                                            
1989.  ES-202 data do not include most agricultural workers on small farms,                                                         
most employees of railroads, most domestic workers, most student workers at                                                         
schools, and employees of certain small nonprofit organizations.

     Occupational data were provided by the Occupational Employment                                                                 
Statistics (OES) survey which is also a Federal-State cooperative program.                                                          
The OES survey is an annual mail survey conducted by BLS and SESA's on a                                                            
sample of nonfarm establishments to obtain wage and salary employment by                                                            
detailed occupation.  The data are used to estimate total occupational                                                              
employment by industry for the nation and each state.  OES surveys follow a                                                         
3-year cycle covering approximately a third of all industries each year.                                                            
                                                                                                                                    
ES-202/BEA data link procedures                                                                                                     
     Foreign-owned establishments in the ES-202 database were identified                                                            
through an initial match to the BEA foreign direct investment enterprise                                                            
data using an identification number which the two files have in common.                                                             
Establishments not identified in the initial computer data link were added                                                          
after research by BLS staff.  The resulting subset of establishment data                                                            
was augmented with information from the BEA data, such as the country of                                                            
ownership, to produce a new BLS data set of foreign-owned establishments.                                                           
                                                                                                                                    
Foreign-owned establishments/OES data link procedures                                                                               
     The foreign-owned establishment data set developed in the ES-202/BEA                                                           
data link was matched to establishments in the 1989 OES Survey of                                                                   
Manufacturing Industries.  The files were linked through a computer match                                                           
using unemployment insurance account numbers, an identification number                                                              
which the two files have in common.                                                                                                 
     The final match rates obtained from the link of the BLS data set of                                                            
foreign-owned establishments with establishments from the OES survey were                                                           
89.1 percent of employment and 57.9 percent of establishments.                                                                      
                                                                                                                                    
Employment data                                                                                                                     
     Occupational employment estimates are based upon survey results                                                                
adjusted to reflect total industry employment.  Occupational employment is                                                          
rounded to the nearest 10.  The OES data were reported for the second                                                               
quarter of 1989, while the occupational data for foreign-owned United                                                               
States establishments represents average monthly employment for the fourth                                                          
quarter of 1989.  Employment totals for foreign-owned United States                                                                 
establishments differ slightly from those published in July 1992 (USDL 92-                                                          
473) due to the estimating methodology used for nonresponse and rounding.                                                           
                                                                                                                                    
Foreign-owned establishments/OES estimation                                                                                         
     The 1989 OES manufacturing survey covered 2-digit SIC industries 20                                                            
through 39.  The universe for the sample was obtained from the ES-202                                                               
program's database of employers contributing to state unemployment                                                                  
insurance programs.  All establishments employing 250 workers or more were                                                          
included in the sample.  For other establishments, an optimum allocation                                                            
design was obtained by stratifying each industry by size class and sampling                                                         
the size classes with probability proportionate to the amount of employment                                                         
contained in those size classes.  Within each industry size stratum, the                                                            
sample members were randomly selected.                                                                                              
     Occupational estimates for foreign-owned U.S. establishments were                                                              
calculated at the country/2-digit SIC level.  Within a country/2-digit SIC                                                          
estimation cell, employment by occupation was determined by calculating the                                                         
ratio of total reported employment for that occupation to the total                                                                 
reported employment for that country and 2-digit SIC.  These ratios were                                                            
then multiplied by the benchmark employment for that country and 2-digit                                                            
SIC.  The benchmark employment was obtained from the BLS data set of

foreign-owned establishments for the fourth quarter of 1989.  Estimates of                                                          
occupational employment for each country and 2-digit SIC were derived by                                                            
summing all of the occupational estimates within that country and industry                                                          
group.                                                                                                                              
                                                                                                                                    
Suppression of data                                                                                                                 
     Data in this release which are suppressed are noted by "n".  These                                                             
data are withheld to protect the identity of respondents.  Data are                                                                 
released after assuring that they meet BLS, BEA, and SESA disclosure                                                                
guidelines.                                                                                                                         
                                                                                                                                    
Data elements                                                                                                                       
     Standard industrial classification (SIC) codes.  SIC codes are                                                                 
assigned at the establishment level and are based on the principal activity                                                         
or product of that establishment.                                                                                                   
                                                                                                                                    
     Ultimate beneficial owner.  An ultimate beneficial owner of a foreign-                                                         
owned United States establishment is the entity, proceeding up the                                                                  
establishment's ownership structure beginning with the first entity outside                                                         
the United States, which is not owned more than 50 percent by another                                                               
entity.  The ultimate beneficial owner may be a for-profit business                                                                 
enterprise, a non-profit organization, an individual, a government agency,                                                          
etc.                                                                                                                                
                                                                                                                                    
     Occupational groups.  The occupational groups used in this News                                                                
release are based on the OES Occupational Classification System, which is                                                           
compatible with the 1980 Standard Occupational Classification Manual.  The                                                          
seven occupational groups used in this system are: Managerial and                                                                   
administrative occupations; professional, paraprofessional, and technical                                                           
occupations; sales and related occupations; clerical and administrative                                                             
support occupations; service occupations; production and related                                                                    
occupations; and agriculture, forestry, fishing, and related occupations.                                                           
     The managerial and administrative occupational group includes such                                                             
workers as top and middle managers, administrators, and executives whose                                                            
primary duties include policy making, planning, staffing, and directing or                                                          
controlling the activities of an establishment.                                                                                     
     The professional, paraprofessional, and technical occupational group                                                           
contains workers concerned with the theoretical or practical aspects of                                                             
such fields as science, art, education, law, and business relations where                                                           
substantial postsecondary educational preparation or equivalent training or                                                         
experience are required.  Fields included in this group include general                                                             
management support, engineering and scientific, data processing and                                                                 
mathematical, social sciences, and medicine and health.                                                                             
     Occupations in the sales and related occupational group include goods                                                          
and services salespersons, sales supervisors, and merchandise and product                                                           
sales occupations.                                                                                                                  
     The clerical and administrative support occupational group includes                                                            
workers performing office and plant clerical tasks such as typing, filing,                                                          
computer operating, office machine operating, records keeping (personnel,                                                           
stock, production, billing, etc.), and mail preparation and distribution.                                                           
Also included are such occupations as secretaries and general office                                                                
workers.

     The services occupational group includes workers in occupations                                                                
relating to protective services, food services, health assisting services,                                                          
cleaning and building services, and personal services.                                                                              
     The production and related occupational group contains skilled,                                                                
semiskilled, and unskilled workers performing precision, machine, and                                                               
manual tasks involving production, construction, operating, maintenance,                                                            
repair, and material handling operations.                                                                                           
     The agriculture, forestry, fishing, and related occupational group                                                             
includes workers concerned with agricultural production, forestry, and                                                              
fishing.  Also included are related occupations such as animal caretakers                                                           
and groundskeepers.                                                                                                                 
     Occupation refers to the occupation in which employees are working                                                             
rather than the occupation for which they may have been trained.
